Wakefield High School PTSA Executive Committee Job Descriptions
The President shall:
1. Provide leadership in promoting the WHS PTSA mission;
2. Appoint chairman of standing committees, task forces and special committees;
3. Appoint WHS PTSA members to act as liaison members of local or county wide
committees, commissions, advisory councils, and task force groups;
4. Promote Wake County, North Carolina and National PTA programs
5. Serve as the official spokesperson of the WHS PTSA;
6. Determine the WHS PTSA’s calendar with the executive committee;
7. Serve on the Budget/Finance Committee to assist with the preparation of
the budget;
8. Work closely with the president-elect on all presidential duties to prepare
her/him in case the president cannot fulfill her/his duties, and to train her/him
for assuming the position of president the following year;
9. Review final executive committee, board meeting, and general meeting agendas;
10. Appoint a parliamentarian to advise the president and board of proper parliamentary
procedure of order. Therefore, after the parliamentarian has given advice,
the president/chair must make the ruling to the assembly. The president, as
the presiding officer, maintains a fair and impartial position at all times
and encourages members to participate. The president can not participate in
any discussion while presiding, or express personal opinions. If necessary,
the president-elect should assume the chair while the president speaks from
the floor. The president may vote when voting is by ballot. In other cases,
the president may cast a vote to create or break a tie if the result is in
the best interest of the association;
11. Attend as necessary/appropriate WHS PTSA, WCPTA, and NCPTA events and activities
or send another executive officer;
12. Submit an article for each Pawprints to the WHS PTSA Newsletter Chair by
the 15th of the Month
13. The president must approve all material that is published to the General
Membership before it is distributed.
14. Be responsible for handling any major PTSA complaints from members, by
involving the appropriate WHS PTSA Chair or WHS Faculty/Staff;
15. Co-sign all checks with the treasurer.
16. Sign all contracts and agreements for the WHS PTSA;
17. Ensure that the association’s 501(c)(3), tax-exempt status is protected;
18. Follow established guidelines for records management as per Wake County
PTA records retention schedule.
The Vice President, Leadership shall:
1. Oversee planning and execution of all full PTSA General meetings;
2. Be an ex officio member of all committees except the nominating committee;
3. Oversee the work of the Bylaws and Audit committee;
4. Survey the PTSA membership on an “as needed” basis;
5. Plan, in partnership with the outgoing president, all necessary transition
activities for WHS PTSA leadership
6. Be the first alternate for the president;
7. Serves on the Budget/Finance Committee to assist with the preparation of
the budget;
8. Co-signs checks when the president is unable to;
9. Coordinates a review of the standing rules and committee job descriptions
with the past president as needed;
10. Follow established guidelines for records management as per Wake County
PTA records retention schedule for all necessary documents.
11. Perform any additional duties as assigned by the President.
The Vice President for Programs shall:
1. Work with the designated “program” committee chairs to ensure
that all programs of the Wakefield High School PTSA are conducted and executed
in a quality manner. “Program” committees include Awards, Character
Education, Reflections, Project Graduation, Festival of the Arts, Career/Business
Alliance, Academic Emphasis, and any other committee so designated by the president.
2. Assist the committee chairs as needed in preparing plans of work and year-end
reports;
3. Contact the Committee Chairs periodically to ensure progress in completion
of the plans of work;
4. Obtain reports from Committee Chairs as necessary to keep the executive
board informed;
5. Provide recommendations to the president for potential committee chairs;
6. Obtain from outgoing Committee Chairs all notebooks, supplied, and materials;
7. Motivate, encourage and recognize the committee chairs;
8. Be responsible for creating agenda for Executive board meetings and developing/facilitating
4 WHS General PTSA Meetings;
10. Work with Committee Chairs to ensure necessary facilities-use forms have
been submitted with proper advance planning to eliminate conflict with other
WHS programs;
11. Follow established guidelines for records management as per Wake County
PTA records retention schedule for all necessary documents;
12. Ensure Committee Chairs and Volunteer Chair inform all PTSA and non-PTSA
volunteers sign in daily in office;
13. Review and sign off monthly the BB&T bank statement and WHS Treasurer
bank reconciliation;
14. Perform any additional duties as assigned by the president.
The Vice President for Ways and Means shall:
1. Develop and implement passive fundraising programs to achieve the goals
of the WHS PTSA for student programs and activities;
2. Work with Membership Committee Chair to maximize membership utilization
of passive fundraising opportunities; work with Student Representative Liaison
and Teacher Liaison to WHS PTSA to maximize student and faculty/staff participation
3. Develop and implement active fundraising programs that reach out to WHS
families and the community to maximize participation and achievement of fundraising
goals;
4. Ensure financial controls are maintained according to the NC PTA handbook
and WCPTA Council handbook for all active and passive fundraising. Investigate
and implement e-business options to provide on-line payment access via the
WHS PTSA web site;
5. Partner with the Membership Chair to ensure communication is maintained
throughout the year with all PTSA members for all fundraising activity (active
and passive); work with Membership Chair to effectively utilize on-line payment
for membership payment, donations, and directory payment;
6. Partner with the Public Relations Chair to ensure proactive and appropriate
publicity is generated to maximize participation across the school (and community
as appropriate) for active and passive fundraising;
7. Provide monthly updates of all fundraising activity at the Executive Board
Meetings;
8. Maintain parent and PTSA member awareness of passive and active fundraising
activity in each Pawprints PTSA Newsletter; utilize the Newsletter, WHS Web
Site, and other available formats to keep members and parents up to date and
informed;
9. Follow all Money Management Policy pertaining to Fundraising provided by
the National PTA Association in Money Matters
10. Follow established guidelines for records management as per Wake County
PTA records retention schedule for all necessary documents related to passive
and active fundraising;
11. Perform any additional duties as assigned by the president.
The Secretary shall:
1. Records the minutes at all executive board and general PTSA meetings including
the names of members present at the board meetings. Provides the Board the
meeting’s minutes within ten days which will also serve as a reminder
of the next meeting. Prepare copies of minutes to be distributed for approval
at the following meeting;
2. Keep an accurate record of attendance at meetings;
3. Sends group email messages and reminders/notices of meetings as requested
by the president;
4. Coordinates with the president to create the WHS PTSA letterhead stationery
or revises/updates previously used letterhead for use during the new term;
5. Maintains a notebook in which will be filed: the Standing Rules, current
By-laws, WHS PTSA Council Membership List, minutes from all executive committee,
executive board and General Membership Meetings, Agendas, Treasurer’s
Reports, Board and Committee members, Annual Budget, Each Pawprints WHS PTSA
Newsletter;
6. Makes nametags for all board and committee members for the first board meeting;
7. Ensures that the organization’s copy of Robert’s Rules of Order,
Newly Revised; is provided annually to the Parliamentarian
8. Counts a rising vote when requested by the presiding officer;
9. If ballot voting is required, the secretary shall provide the ballots, obtain
volunteers to act as tellers, and shall serve as the chair of the tellers.
Ballots may be deposited by the voters in a ballot box or collected in containers
by tellers. The report of the tellers should be accurate and account for every
vote cast. All tellers should sign the report. The chair of the tellers (the
secretary) reads the report and hands it to the presiding officer of the meeting;
10. Minutes shall include at least the following:
a. Type of meeting: Board, special, called, annual, executive board
b. Name of association
c. Date, place and time of meeting, Names of presiding officer and secretary
d. Quorum established
e. Statement regarding previous minutes (read, approved, corrected)
f. Reports of treasurer and other officers and committee chairs
g. All motions (except those withdrawn), points of order
h. Program topic, method of presentation, names of participants and important
points covered
i. Announcements and Time of adjournment
11. Maintain accurate roster of the names, addresses, phone, email and fax
numbers of officers, executive board members and Committee Chairs;
12. Maintain a current history of the WHS PTSA and preserve the archives
13. Oversee all mailings; assist as needed in keeping the wakefieldhs.net web
site updated with WHS PTSA activities and events
14. Ensure Wake County PTA and North Carolina PTA offices are notified by July
15 of WHS officers and executive committee as necessary;
15. Obtain a PTSA Membership list; Creates and updates the group email lists
for the executive committee, executive board, and committee members for use
in correspondence;
16. Acts as custodian of all records, except for those specifically assigned
to others. Follow established guidelines for records management as per Wake
County PTA records retention schedule for all necessary documents;
17. Perform any additional duties as assigned by the president.
The Treasurer shall:
1. Keep accurate and detailed financial statements, in the treasurer's permanent
book, of the budget, receipts, disbursements and bank balances. Maintains permanent
treasurer files per current recommendation of State PTA, found in Dollars and
Sense for Treasurer from the NC PTA Handbook.
2. Disbursements:
a. Disbursements must be authorized by the president or executive board in
accordance with the budget adopted by the WHS PTSA membership and as approved
by individual committee chairs. All checks must have two authorized signatures.
b. Written authorization for disbursement using the form with printed receipt
or invoice is required for all reimbursements or payments. The form must be
signed by the committee chairman denoting approval.
3. Deposits: The Treasurer makes all deposits to the WHS PTSA’s checking
account. Once the Treasurer receives the completed “Request for Deposit” form
and deposit slip, the Treasurer enters the deposit in the WHS PTSA financial
records.
4. Ensure that all disbursements are included in the approved WHS PTSA’s
Budget and discusses any problems with the WHS PTSA president.
5. Present a report of the financial status of the WHS PTSA funds, including
up to date financial statements, at every WHS PTSA Board Meeting and at other
times when requested by the executive board, and shall make a full report at
the meeting at which new officers officially assume their duties.
6. Ensure WHS PTSA submits dues to State/National level prior to due date;
7. Attend yearly North Carolina or Wake County PTA Training for Treasurers,
and/or other meetings or training sessions as necessary;
8. Process all correspondence as delegated; including appropriate acknowledgments
for financial contributions (IRS requirements) prior to due dates;
9. Obtain signature cards from bank and gets signatures from president and
president-elect and returns it to the bank;
10. Assist with the development of the upcoming year’s budget along with
the president, the president-elect and the treasurer for that year (if appointed
by the time the process begins in the spring).
11. Review budget status in January and February to determine if there will
be excess funds or other budget adjustments will be needed. If needed, present
an amended budget to the General Membership meeting.
12. Complete and file IRS 990 tax returns in a timely fashion and submits sales
tax refund requests to the N.C. Department of Revenue according to their current
refund schedule;
13. Retains a copy of the WHS PTSA’s Certificate of Resale/Merchant's
License. Provides a copy to committee chairs as needed;
14. Prepare all treasurer records for audit immediately following June 30.
Follows procedures and guidelines for audit as provided by the NC PTA’s
Dollars and Sense for Treasurers;
15. Insure that the accounts and financial records of the WHS PTSA are examined
at least annually, or upon change of officers, by an independent auditor or
an independent auditing committee of three members who, upon satisfaction that
the treasurer's annual report is correct, shall sign a statement of that fact
at the end of the report. The treasurer initiates the selection of the audit
committee by notifying the president or president-elect that the books are
ready for audit.
16. Reconcile bank statements each month with WHS PTSA checkbook. (See Audit
Report Form and Audit Checklist in Dollars and Sense for Treasurers publication
from NC PTA.
17. Ensure that association liability insurance is paid; ensure monthly BB&T
bank statement and Treasurer reconciliation is signed by VP of Programs;
18. Keep the WHS PTSA president informed of activities on an on-going basis.
19. Follow all Money Management Policy provided by the NC PTA Association in
Dollars and Sense.
20. Forward all records and WHS PTSA information pertinent to the treasurer
position, along with a completed Year-End Report, to the WHS president at the
end of term.
21. Follow all Money Management Policy provided by the National PTA Association
in Money Matters;
22. Follow established guidelines for records management as per Wake County
PTA records retention schedule for all necessary documents;
23. Perform any additional duties as assigned by the President.
